The photo touch up that was accomplished included straightening the eyes, and making the cocked eyebrow appear normal.  The background was removed, and the image was then placed on a scenic background to complete the transformation.

This project shows how it is possible using photo touch up to fix old photos, even if the photo paper was not damaged.  In this case, the quality of the paper was good, but the image itself left something to be desired.

Once converted to a digital format, photo touch up of any type is possible.  A skilled technician could uncross eyes just as easily as they can open the eyes of a person that blinked just as the photo was snapped.  You can have elements added or removed from any photo.  All you need is the imagination to visualize what you would like to have accomplished.
