It is not simply a matter of removing damaged areas, the parts that are removed must be replaced to blend in with whatever was behind that image.  In the case of damaged photos, all of the color and texture variations have to be taken into consideration in order to make the repaired area blend in with the rest of the picture.  If this is done correctly, the photo touch up will be unnoticeable.  The only people that will know the photo had been altered are those that were aware of the damages to the original.
